I thought I was on to something with the Ice Breaker, so I decided to try a similar concept.
Scythe of the Reaper
This sickle is used by religious Kobold elders to sacrifice the sick and weak for the greater good of their tribe.
Slot: Main Hand
On equip: 4+ Dexterity 3+ Endurance 2+ Intelligence
Passive: You have a 20% slower attack speed.
Passive: Slightly increased attack range.
Passive: You deal 100% critical hits against enemies with debuffs of any kind.
Passive: You cannot deal critical hits randomly (you must strike an enemy with a debuff to land a critical hit, otherwise your critical hit chance is 0%).
Crafted at: Smithy
Requires Artisanship Level 15 to craft
Uses: 1 Radiant Gem 3 Shadowstone 2 Lumber

In general not a bad item, but the problem is that there are offhand items that apply dubuffs with every hit (Abysmal Claw, Felfire Torch, Gravesinger´s Claw), so in combination with these items, every hit would critically strike. I don´t think the 20% slower attack speed can make up for that. You probably should remove the 20% slower attack speed (which I don´t really see a reason for) and change the 100% crit chance to something not as powerful (for example additional magic damage on hit equal to 25% of physical damage dealt).

Maybe add an active ability to sacrifice a pet or nearby animal? PERHAPS some health/energy of a nearby kobold, to increase your own attack power, willpower or something like that?
